Sinds drie weken zendt de NTR op Nederland 2 de documentaires ‘De Slavernij’ en ‘De Slavernij Junior’ uit. Het is voor het eerst in de Nederlandse televisiegeschiedenis dat er zo veel aandacht is voor de Nederlandse rol in de trans-Atlantische slavernij. Op zichzelf is dat al een heugelijk feit: het betekent dat de kennis over dit onderbelicht onderdeel van de Nederlandse geschiedenis verbreed wordt, en dat er wellicht een discussie op gang komt. Een kritische omgang met het eigen verleden past een natie die zichzelf als liberaal, progressief, en tolerant beschouwt.

Maar er zijn ook problemen rondom deze uitzendingen. Te beginnen met het eerste woord, nog voordat de eerste scène van de documentaire haar loop heeft genomen: het woordje ‘De’. Dit woordje is verwarrend. Het woord ‘de’ suggereert namelijk dat de serie over een specifiek geval van slavernij gaat, een unieke gebeurtenis uit de geschiedenis van de mensheid. Zoals ‘de’ Verlichting, of ‘de’ Piramides. Of, in dit geval, ‘de’ trans-Atlantische slavernij en niet ‘de’ Egyptische slavernij uit de Bijbel.

Maar de serie gaat niet alleen om een specifiek geval. Hij gaat over slavernij in het algemeen. Alleen wel met bijzondere aandacht op het Nederlandse aandeel aan de trans-Atlantische slavernij. In de aankondiging van de eerste aflevering, op de website, is dan ook te lezen: ‘Slavernij is van alle tijden, van alle kleuren en van alle werelddelen, en nog steeds is er slavernij op de wereld.’ In deze zin is het woordje ‘de’ dus ineens weggevallen. Het is ‘slavernij’. Ineens is het dus heel algemeen gehouden. In de eerste aflevering horen wij dan ook dat Nederlanders zowel mensen tot slaaf maakten als ook zelf tot slaaf gemaakt werden; dat er vroeger geen tot slaaf gemaakten in Nederland waren, maar dat er vandaag wél mensen in Nederland tot slaaf gemaakt worden. Is dat dan allemaal hetzelfde? Is slavernij werkelijk van alle tijden, voor alle kleuren, en alle werelddelen hetzelfde? Is het allemaal ‘de’ slavernij? De serie zegt van wel, maar tegelijkertijd ook van niet.

Direct aan het begin wordt een onderscheid gemaakt tussen ‘moderne slavernij’ en ‘slavernij’. Het is een raar onderscheid, want als slavernij voor iedereen hetzelfde is, waarom moet er dan een kwalificatie van ‘modern’ gemaakt worden? Het woordje modern is bovendien een zeer problematische kwalificatie, omdat het veronderstelt dat de trans-Atlantische slavernij niet modern is geweest. Dat deze vorm van slavernij eigenlijk buiten de westerse moderniteit staat. Daarentegen is keer op keer aangetoond hoe de trans-Atlantische slavernij onlosmakelijk onderdeel was van de ontwikkeling van moderne natiestaten in Europa en de grondslag van de Europese welvaart is geweest.

Misschien kun je mij verwijten dat ik een muggenzifter ben. Ik denk echter dat muggenzifterij nodig is, wil je een complex fenomeen als slavernij begrijpen. Anders wordt het moeilijk om een zinvol onderscheid te maken tussen bijvoorbeeld (krijgs)gevangenschap, dwangarbeid, slavernij, bezetting door een ander land (na 1945 werd de Duitse bezetting van Nederland ook wel eens als slavernij omschreven, net als de bezetting van Nederland door Spanje in de zestiende en zeventiende eeuw), of zelfs de Holocaust.

In een discussie deze week, met de makers van de serie, gaf de regisseur aan dat er voor deze titel, met de slavernij in enkelvoud, was gekozen om ‘De Slavernij’ herkenbaar in een rij te plaatsen met de eerder door de NPS uitgezonden serie ‘De Oorlog’. Het is een interessante uitspraak, zeker omdat het in ‘De’ oorlog om een zeer specifieke oorlog gaat, en niet om oorlog in het algemeen. Het is in die zin eveneens opmerkelijk dat de makers van ‘De Oorlog’ niet ook voor dezelfde openingszin hebben gekozen: ‘Oorlog is van alle tijden, van alle kleuren, en van alle werelddelen’.

Wellicht is het allemaal toch niet zo eenvoudig.

Het nieuws bereikte me via Jean-Marie, één van de jongeren uit mijn onderzoek in Burundi. Zondagavond stuurde hij me een mailtje als antwoord op mijn vraag hoe het met hem ging:  “Ik weet niet hoe ik het moet zeggen, zojuist ook, 2 uur geleden, ben ik mijn neef in Gatumba verloren, samen met meer dan 40 andere personen. De situatie is erg.”

“De regering houdt vol: Er is geen rebellenbeweging. Er is geen oorlog. Er komt geen onderhandelingstafel.”

De aanslag komt in een periode van ‘relatieve vrede’. Verkiezingen in 2005 markeerden het begin van een transitieperiode die het land uit een 12-jaar durende burgeroorlog moest trekken. Vorig jaar, in 2010, vonden verkiezingen plaats die de transitie naar een land in vrede verder moest bestendigen.  De aanslag van afgelopen zondag laat op harde wijze zien dat dat idee te optimistisch was.

Het treurige nieuws van Jean-Marie’s neef van komt niet in een vacuüm van geweldloosheid. De doden van zondagavond mag je optellen bij een lange reeks slachtoffers die de afgelopen maanden zijn gevallen. Veelal slachtoffers van confrontaties tussen de partij aan de macht en een groep oppositieleden die erkenning zoeken om aan een onderhandelingstafel met de regering te schuiven. Ooggetuigenverhalen en mensenrechtenrapporten laten bijvoorbeeld zien dat in de periode na de verkiezingen de Burundese overheid steeds repressiever is gaan optreden. Politiek opposanten, leden van de voormalige rebellenbeweging FNL en mensenrechtenactivisten ondervinden intimidatie en worden met regelmaat uit de weg geruimd. Oppositiegroepen die de wapens hebben opgepakt, nemen wraak en doden leden van de partij aan de macht, de CNDD-FDD. De regering houdt echter vol: de doden die vallen zijn slachtoffers van bandieten. Er is geen rebellenbeweging. Er is geen oorlog. Er komt geen onderhandelingstafel.

Betekent de aanslag van afgelopen zondag, waarin mensen los van hun achtergrond of politieke kleur de dood hebben gevonden, een brute poging voor erkenning van een nieuwe rebellengroep? De aandacht die het incident in lokale en internationale media krijgt laat zien dat deze tactiek wellicht potentie heeft, een tactiek die overigens vaker is gezien in het verleden in bijvoorbeeld Sierra Leone: Hoe afschuwelijker de misdaden hoe effectiever het mobiliseren van de internationale gemeenschap. Of is het, zoals ook wel gesuggereerd wordt, een poging van de regeringspartij tot het legitimeren van de toenemende repressie? Zoals vaker in Burundi verhullen tegenstanders zich tactisch in geruchten die de waarheid betwisten.

Voor Jean-Marie betekent de aanslag een persoonlijk verlies en een bevestiging van de toenemende onhoudbaarheid van leven in Burundi. Een paar maanden geleden is hij eindelijk begonnen met een opleiding aan de universiteit, een droom die hij al jaren koesterde. Hij betaalde de opleiding zelf met een baantje bij een bedrijf dat hangt op investeringen. De laatste tijd overweegt hij te stoppen met zijn baan en zijn opleiding. Hij schrijft me: “Het is niet zo dat ik wil stoppen met de universiteit omdat ik het niet kan, integendeel, mijn cijfers zijn heel goed. Ik wil vluchten naar een andere plek, het is moeilijk voor mij om het collegegeld te vinden omdat mijn zaken nergens toe leiden gezien de onveiligheid.” Toen ik hem gistermorgen belde om hem te condoleren en te vragen naar zijn plannen, vertelde hij dat hij overwoog te vluchten naar Zambia of Malawi. Ik waarschuwde hem voor het harde leven in vluchtelingenkampen. “Dat weet ik,” antwoordde hij, “ik heb tijdens de oorlog al in Congo en Tanzania gezeten. Maar het is beter om te lijden in een kamp dan te sterven in Burundi.”

The Omarska death camp: the main Ljubija iron ore mines building in the background; the ‘White House’, place of rape and torture, in the foreground.

By Maja Lovrenović The iron mines of Ljubija [ly-u-bı-a] are situated in northwestern Bosnia-Herzegovina. In the 1970s, the region was estimated to hold one of the largest reserves of iron ore in the Balkans. During the 1992-1995 war, the local Serb forces employed the mines’ technology to produce ‘ethnic cleansing’: the mines’ facilities were used to lock up, starve, rape, torture and kill the local Bosniaks and Croats. The mining pits and machinery were used to move and bury their bodies. The most notorious of those sites was the Omarska death camp (Thanks to the British journalist Ed Vulliamy, the existence of death camps in northwestern Bosnia was well documented and revealed to the international public, and in particular, to the International Tribunal for the Former Yugoslavia. In 2004, the local Serb authorities sold 51% of the Ljubija mines to the world’s largest steel producer Arcelor Mittal, owned by one of the world’s richest men, Mr. Lakshmi Mittal. Soon afterwards, the extraction of iron ore from the pits was restarted, despite the fact that some 1.500 people are still listed as missing and believed to have been buried in secret mass graves across the mines’ complex (For more details, images and maps on the Ljubija mines, see the „Ljubija Mine Scandal“ dossier). In 2005, the survivors of these horrors were given a promise by Arcelor Mittal CEOs that they will be allowed to set up a memorial and commemorate freely at the site of the Omarska death camp. Yet, two days ago, according to Bosnian daily newspaper, the current Arcelor Mittal management denies having ever given such promise.

The global company argues that they do not want to interfere with the local ethnic politics, seemingly ignorant of the fact that their position in the ongoing Omarska death camp memorial debate suits the local Serb authorities in their attempt to eradicate the traces of crimes committed there. Furthermore, the company is also in the spotlight of Amnesty International, for ethnic discrimination in employment at the Ljubija mines.

This attempt enraged the survivors and family members of the death camp victims, who were, in turn, portrayed as ‘spoilers’ of the negotiating process both in media (e.g. Radio Netherlands Worldwide) and in the book authored by Rev. Donald Reeves in 2008. Thus botched mediating process opened new wounds and tensions on top of the older ones. Arcelor Mittal fired ‘Soul of Europe’ and since then the NGO had moved from Bosnia-Herzegovina on to Kosovo with the same missionary and ‘reconciliatory’ agenda. Nonetheless, in his book on the ‘Omarska Project’, Rev. Reeves claims to have shown “how it is possible to dismantle nationalism”.

Three years later, Arcelor Mittal grounds its rebuttal of the promise of memorial given to the survivors of the Omarska death camp on quite the opposite claim – that they do not want to interfere with the local ethnic politics. Of finding the bodies of those still listed as missing, nobody even speaks any more, as the extraction of iron ore in the Ljubija mines charts new highs.

At the end of February, armed Libyan rebels assembled in front of the work site and commandeered two trucks. The Chinese workers assembled into units armed with crowbars and bricks; they barricaded the entrance with more trucks and threw stones over the wall. The attackers retreated, but the offices at another, unguarded work site were looted. The article refers to these Libyans as thugs and provides no political context, but the engineer is quoted as saying that Chinese workers have encountered hostility and have even been thrown stones at before. He attributes this to causing a rise in the price of consumer goods such as cigarettes: the price of Rothmans has doubled since Chinese visitors have been buying them up. The article quotes a Chinese researcher, Liu Zhirong, as saying that the Chinese media’s portrayal of African friendliness towards Chinese is skewed. The reality, it suggests, is more mixed, just as Chinese see Africa in a mixed light (they like that cars let pedestrians cross the road).

The engineer featured in the article makes $1,700 a month, or 3-4 times what he made in China, plus a “substantial” living allowance, and has almost no expenses since accommodation, meals, and transportation are provided by the company. In less than a year in Libya, he has saved over 100 thousand yuan, while his total savings before he left China were just 5,000 yuan. An ordinary construction worker makes 4-5 thousand yuan a month, while a skilled carpenter makes around 10 thousand, or over $1,500.

Workers have 2 days off in a month. At these times, the company sometimes organised a barbecue at a nearby restaurant, a shopping trip to Benghazi, or a trip to the sea. They are not allowed to leave the site on their own — to avoid incidents such as a mass fight between Chinese workers and Algerians in Algiers in 2009. (Another article says that at a work site in Mali,  there is also a sign saying ”It is not allowed to become too close to local women.”)

It is not clear if the reporters, Zhou Peng and Wu Guixia, actualy visited  Africa, or if the article is based on interviews. The fact that Lome, the capital of Togo, is described as being on the Mediterranean coast raises suspicions of the latter.

By Mohammed Amer The immediate reactions of Pakistanis on hearing of the murder of Osama bin Laden were divided – between those showing disbelief and condemning the Americans, and those condemning bin Laden for causing calamity for Pakistan. However as the news emerged, I did not find any emotional outburst in the neighborhood where I stayed.

On the 1^st of May, it was late in the evening when me and my family returned back to our apartment after attending the wedding reception of a relative. Everybody was tired after the preparation and enactment of three day long wedding rituals, usual for Pakistani marriages. Just after midnight  began the ‘load-shedding’ – a compulsory power cut that occurs many times during day and night in Pakistan, and we all fell asleep. Although the power cut usually means more mosquito attacks, that night we were so tired we didn’t even notice.

 If the load-shedding began here in Rawalpindi, an adjacent city of Islamabad, where we were staying with family, it would have been the same time that it ended in Abbottabad – a garrison town about 60 kilometer to the north and where bin Laden was hiding out, presumably for several years now. Around that time US Navy Seals started their military action under the name ‘Geronimo’, and attacked the hide-out compound in Abbottabad. American commandos had already left the hide-out, taking with them the dead body of bin Laden, before the Pakistani military or intelligence agencies could make an assessment about the incident.

 It was late in the morning when I was awoken by a phone call from a friend who teaches in a local government College. He asked ‘if I was watching the TV’ and told me about the killing of bin Laden as a result of the American covered military action in Abbottabad. ”Sad thing is that the Americans came in helicopters, killed Osama and left, while our military kept sleeping” he said. I sensed anger and distress in the tone of voice of my friend. I hurriedly searched for the remote control of the TV but becaue of the hectic chaos of the wedding nobody had watched the TV for the last couple of days and so it was no easy task. Under the dirty laundry spread across beds and sofas, finally I found the remote and turned the TV on. Different local channels showed  the image of a half-furnished ‘compound’ with streams of incoming news running on the screen regarding the American action. The news obviously caused curiosity among the residents of the house now gathered around the TV: some were hurling abuse at the Americans while others said ”He was also responsible for several bomb blasts in Pakistan” reminding them of the daily terrorist attacks in Pakistan. Curiously not a single person used the word shaheed or martyr for Osama.

 In the afternoon I had an appointment with a colleague at the International Islamic University in Islamabad. I took a taxi from Rawalpindi and it crossed through the streets of Cantonment where the headquarters of the Pakistani military are located. I did not observe any unusual security measures or gatherings of people along the road or on the squares. The taxi-driver, a retired soldier in his 50s, moaned about the hot weather while adjusting a wet piece of cloth on his head to keep himself cool. Obviously I wanted to talk with him about today’s incident: “how is it possible that he was hiding-out in Abbottabad—a military city? Where is the proof of his murder they didn’t show any proof of how they killed him”. On my suggestion that the announcement was made by the American President himself and that this is significant in showing that they might have really done it ‘this time’, he turned less assured about his position. ”Babu sahib (a term used for educated people) you know we do not know; these things are played at higher levels and about those decisions we are uneducated”, he tried to conclude this talk on a note of his powerlessness.

 Such a helplessness augmented in the wake of total silence from the civil or military institutes to inform people about the actual events. This situation translated into a narrative of convulsive rage that I found in the words of a student at the Islamic University in Islamabad: ”as a Pakistani I am confused and shocked regarding the Osama incident, and how angry I am with this state of my mind?” There was an element of evaporated jingoism when people like him asked ”what was our military  doing?”; therefore there was anger at the failure of the military and intelligence agencies. Somebody said ”If they knew, they should have taken an action of their own, and if they did not know, they are also guilty of negligence: in both cases they are incompetent”.

 Whether or not the world will ever become enlightened about the actual position of the Pakistani military in Osama’s murder, in the days following the military had to clear its position through its presentation in the Pakistani Parliament where it apologized for its failure. For some Pakistanis this confession was a big thing on the part of the military, however for the majority it added to the mystery of how it was possible that the military, which determines the internal and external policies of Pakistan, could be unaware of such an incident.

At the hospital, the staff soon discovered his background and found out that his work permit had expired. The hospital turned him over to Thai immigration authorities who, despite Charlie’s injuries, made plans to deport him. He was transferred to the Police General Hospital where he was kept behind bars shackled to his bed1.

Charlie’s case demonstrates the insecurities undocumented migrant workers face. His situation changed dramatically once the Thai government found out about his illegal status. Where he was first treated nicely, after this discovery he was discriminated, imprisoned for weeks and on the verge of deportation. Only after human rights organizations filed complaints successfully did Charlie get a chance to defend his case. In Thailand unrecognized refugees from Burma like Charlie are forced to negotiate their everyday lives while facing discrimination and the constant threat of being discovered and deported.

Unrecognized refugees from Burma often express the pressure that security issues bring upon them in relation with their wish to preserve their ‘culture’. ‘In situations of forced migration, ‘culture’ is often revalued and particularly cherished by migrant communities. One of the most common issues for migrants is striking a balance between the preservation of that ‘culture’ and assimilation into the local one.

However, for unrecognized refugees from Burma in Thailand, the situation is more complicated. Their illegal status forces them to hide their ethnic background because of security concerns and fears of being deported. They must strike a very different balance: expressing one’s cultural identity and survival.

Concerns for their own personal security force many people from Burma to hide their cultural identity in Thailand. Fears over being deported make it impossible for them to wear traditional clothing or celebrate their culture in public. A young illegal migrant woman explained: “When I want to go to the temple I cannot wear my longi, because if the police sees me, they will know immediately where I am from. I will take my clothes with me in a bag, go to the temple, look around if there is no police and if so I will change into my traditional dress. When I leave I will change back into my ‘normal’ clothes. Often police will be waiting outside the temple on a festival day and they arrest many people, if we are not careful enough.”

These security risks make many see assimilation as not simply a choice but the only way to survive. A Shan (ethnic group in Burma) community leader said: “Now we live in Thailand, but we must not fight with the people we are living with. We have to be able to adapt to the culture where we live. If we don’t assimilate with the people we live with, there will be confrontations and misunderstandings.”

But unrecognized refugees survival in Thailand depends on their ability to adapt to a community that is hostile towards them. The authorities label people from Burma as alien workers and illegal migrants which creates discrimination. Nang Lao, an illegal migrant, notes: “It is difficult to adapt here in Thailand we are not treated in a nice way.”

Policies and public discourse make life for people fleeing Burma to Thailand very complicated. The need to hide cultural identity because of security issues creates an internal struggle and a strong urge to protect what is “left behind” in their country of birth. Living every day lives under these circumstances is stressful and complicated. However under these circumstances their spirit is tremendously strong, as proven by Kham Yin, a young unrecognized refugee woman: “I am not afraid. I do many good things so good things will return to me.”

Door Zakarija Messari en Manu van Kersbergen In Gaza deed zich eind 2008 en begin 2009 een 22 dagen durende oorlog voor. Gaza werd aangevallen en zoals dat vaak met headlines gaat, ook al snel weer vergeten. Zo ook deze koude winter. Oorverdovend stil werd het. Het internationaal publiek keek naar de tragedie die zich afspeelde op het toneel en wandelde in shock de zaal uit. Het heeft niet langer dan een dag geduurd, of Gaza was al weer vergeten. Alsof er niets was gebeurd. Het structurele leed van de mensen in Gaza stopte niet bij het einde van die 22 dagen durende militaire en politieke operatie in 2009.

Integendeel, dit leed werd een  humanitaire ramp als  gevolg van een al jaren durend en dagelijks terugkerend gevecht tegen de bezetting. Op elk vlak van het mens-zijn wordt de Palestijn bedreigt; zowel psychologisch, fysiek, economisch als spiritueel.  Dagelijks worden mensen beschoten, vernederd en geconfronteerd met dood, honger en armoede.

In de valse hoop dat de schrijnende situatie in Gaza snel zou verbeteren en dus één benefietconcert genoeg zou zijn, organiseerden we in 2009 voor het eerst het benefiet “Don’t Forget Gaza”. Het was een succes! Een uitverkocht poppodium WATT in Rotterdam (1200 bezoekers), 5000,- ingezameld geld en tevreden artiesten. Helaas is de situatie voor de Gazanen in de afgelopen twee jaar niet veel veranderd. Dagelijks worden er mensen beschoten en vermoord door een repressief en tot de tanden toe bewapend leger dat aangestuurd wordt door een regering dat geen enkel middel lijkt te schuwen om de onderdrukkingstactieken voort te zetten. Gaza is wat dat betreft een symbolisch stukje grond ter grote van de gemeente Apeldoorn, waar elke denkbare vorm van onderdrukking tot uiting komt.

Daarom zeggen wij: “Gaza mag niet vergeten worden!” Net als dat wij Haïti, Soedan, Rwanda, Bangladesh, Liberia, Kongo en Ivoorkust niet mogen vergeten. Het is voor een ieder van ons als mens zijnde onacceptabel om deze situatie te verzwijgen. De hele wereld zwijgt bij elke overtreding van internationale wetten als het gaat om de Palestijnse kwestie. Elke keer schoffeert Israel het internationaal recht; door Gaza collectief aan te vallen, door haar letterlijk en figuurlijk hermetisch af te sluiten van de wereld; bombardementen uit te voeren op woonwijken, ziekenhuizen, ambulances en scholen. Daar bovenop komen nog de restricties die er voor zorgen dat Gaza niet heropgebouwd kan worden.

In aanloop naar het benefiet in 2009 werd onze organisatie eenzijdig en onwetend verweten terroristen te steunen.  Sindsdien benadrukken we in elk interview dat het benefiet zich als doel stelt om aandacht te genereren voor de humanitaire ramp in Gaza, die naar mijn mening veel te vaak en onterecht gepolitiseerd wordt. Als ik in de jaren ’60, ’70 of  ’80 de leeftijd zou hebben die ik nu heb, dan had ik er ook alles aan gedaan om me uit te spreken tegen het Apartheidsregime in Zuid Afrika. Natuurlijk verplicht niemand mij tot verantwoording, maar er lijkt een tendens in Nederland te zijn die mensen die zich uitspreken over de onderdrukking van het Palestijnse volk automatisch bestempeld als antisemiet.

Voor alle duidelijkheid: “Don’t Forget Gaza” is nooit in het leven geroepen om joden te bashen, desalniettemin ben ik samen met miljoenen andere mensen, waaronder joden, christenen, moslims en atheïsten een fel tegenstander van het soms op het vroegere Zuid Afrika lijkende zionistische apartheidsregime. Laatst las ik weer eens één van Nederland grootste exportproducten “Het Achterhuis”. De volgende alinea greep mij erg aan, zeker als je bedenkt dat het net zo goed anno 2011 geschreven had kunnen zijn door een Palestijns meisje:

 “We zijn er heel sterk aan herinnerd dat wij getekende Joden/Palestijnen zijn, getekend aan een plek, zonder rechten, met duizenden plichten. Wij Joden/Palestijnen mogen ons gevoel niet laten gelden, moeten moedig zijn en sterk, moeten alle ongemakken op ons nemen en niet mopperen, moeten doen wat in onze macht ligt en op God vertrouwen. Eens zal deze verschrikkelijke oorlog toch wel aflopen, eens zullen wij toch weer mensen en niet alleen Joden/Palestijnen zijn!”

Het eerste concert zal plaatsvinden op 22 April in de Petrol te Antwerpen, de andere op 15 Mei in de Melkweg te Amsterdam. Met de benefieten steunen we het Nederlandse initiatief om de blokkade te doorbreken, ofwel de Nederlandse boot die mee zal varen in de Freedom Flotilla 2; een konvooi aan schepen dat vanuit Griekenland koers zet op de kust van Gaza. Aan boord van het schip zullen naast opvarenden ook schoolmaterialen en medicijnen geladen worden. Goederen die hard nodig zijn, gezien de regelmatig platgebombardeerde ziekenhuizen en scholen in Gaza. Wij willen jullie bij deze allemaal uitnodigen om naar de benefietconcerten te komen en Gaza nooit meer te vergeten!

By Mohammad Amer It looked like a scene from a Hollywood detective film. While driving in his car in a busy street of Lahore, an American took out his weapon and fired at two young men riding on a motorbike. The attacker stopped and emerged from his car. Then, using an even bigger automatic weapon, killed his antagonists, who were already injured and had fallen to the ground. The murdered Pakistanis were carrying weapons but they did not get a chance to pick these up and use them. In the meantime, elsewhere in Lahore, a black car with ‘tinted windows’ rushed to rescue the attacker. Hurrying on the wrong side of the road it crushed a passersby. However, before it could reach the attacker, the latter was arrested by the police.

The incident opened up a plethora of speculations and ambiguities about the official status of the killer, Raymond Davis, who, in the meantime, has become a household name in Pakistan. The American Consulate in Lahore first mentioned that Davis belonged to the ‘technical staff’ of the Consulate; a day later the American Embassy in Islamabad issued a ‘new list of officials,’ mentioning Davis as a ‘staff member’ enjoying diplomatic immunity from a trial in the host country, Pakistan. The White House refused to name the arrested ‘American official,’ which in practice meant that the ‘official’ was a CIA agent. However, it asked for his release due to his ‘diplomatic’ status. Later president Obama entered into the controversy when he personally recognized Davis as ‘our diplomat in Islamabad’ and asked the Pakistani government to ‘avoid any step’ to start criminal charges in a Pakistani court.

Such inconsistencies on the part of the American officials were equally shared by their counterparts among the Pakistani government. The ministers and officials of the ruling People’s Party (PPP) gave contradictory statements about the alleged ‘diplomatic immunity’ of Davis. The foreign minister was expelled from his post when he challenged the official soft line that his government had adopted towards the issue. The weak and corrupt PPP government, surviving on IMF regulations, was already unpopular due to economic downturn, rising commodity prices and, not least, due to its failure to contain the domestic consequences of the ‘war against terrorism’. The government ambiguities on the issue are translated as a ‘selling out’ by the right wing parties and media. It caused a wave of anti-American feelings already abundant among the masses.

Hunting down ‘Terrorists’

These fears and conspiracies were feed on the slow unfolding of events that depict the shadowy aspects of the ‘war against terrorism’. It soon turned out that Davis worked for an American ‘security firm’, that is named ‘Xe’ in the media, and which is the new face of the infamous Blackwater Worldwide which was once active in Iraq. Like its embedded character during the Iraq war, the US media, including the New York Times, covered the actual background of Davis as it might ‘jeopardize his safety in Pakistani jail’. Furthermore the incident refers to the war inside the ‘war against terror’ involving layers of Pakistani security and military establishment: it turned out that the two Pakistanis killed by Davis were working for the Pakistani intelligence agency, ISI, and they were following Davis diligently to know the broader network of the recent American involvement within Pakistani society. Contrary to the ‘double agenda’ of former military ruler Musharraf regarding his alleged ‘half-hearted fight against the Taliban-AlQaeda’ networks in Pakistan and Afghanistan, the civilian PPP government turned more supportive to the US in the ‘war against terrorism’. As part this shift, unknown numbers of American security officials were dispatched to work in Pakistan.

This high level of cooperation between the civilian government and the US was already a thorn in the side of the Pakistani military establishment—- who ruled the country for the longest part of its history. The civilian government is now presented as failing to protect the ‘national interests’ of the country, while the military is readjusting its image as the ‘only savior’ of the country. Such efforts are also meant to mystify the failings of the military and intelligence agencies in this affair. The military generals are again sitting at the table alongside their US counterparts and the spymasters behind the curtains, to reframe their positions on this issue. In the longer run the incident has further weakened the working sphere of the civil institutes in Pakistan.

Until recently, Raymond Davis awaited his lot in a Pakistani jail. A court was to decide about his ‘diplomatic immunity’. Pakistani media and its frenzied anchorpersons held daily Davis’ trials that already cost victims—- a widow of one of the murdered Pakistani men committed suicide due to the rumors that the Pakistani officials are sending Davis back to America. Indeed, Davis was released by the court on March 16th on the basis of the diyat laws. These laws allow for release of the prisoner after payment of compensation money from the offender to the offended party beyond the court decisions.

At another level the US and Pakistani military and security agencies are re-determining the perimeters of their involvement in this ‘war against terrorism’ in Pakistan and Afghanistan. It occurs in a shadow where international media is mostly focused on the political developments in the Middle East. The American shadows are clearing away from the heads of the long-time dictators in the Middle East. However, in South Asia the US is deep in the midst of its muddled support to undemocratic forces, and for the absurdities of the ‘war against terrorism’.
